The ministry explained there are two different contracts to ensure energy supplies from Ukraine to Crimea and from Russia to Ukraine. Under these contracts, the buyer should announce the required delivery volumes, which should be confirmed and approved by the seller.

"In short, whenever electric energy is supplied to Ukraine, a Ukrainian counteragent announces how much energy it really needs while the Russian side confirms the delivery if possible," the Energy Ministry said.

"In November 2015, the Ukrainian counteragent said it had prepared the schedule of deliveries until November 12 which was agreed.

"Concurrently, the Russian side applied for electric energy deliveries to Crimea and the Ukrainian side confirmed the volumes necessary for meeting the peninsula’s needs this month," the ministry stressed.
