A "Zero paper" pilot project is also to be launched by the justice ministry secretary general, the higher education department and the Portuguese tourist agency to eliminate all physical internal and external processes.

The project includes communication with other public entities, citizens and companies to “identify and overcome any constraints from implementing the new” and “provide information to help implement the idea".
