Chancellor Angela Merkel's conservative party reached an agreement late Sunday with its Bavarian sister party on capping the number of refugees entering Germany.

Merkel's Christian Democrats (CDU) and the Christian Social Union (CSU) agreed to strive for an annual maximum of 200,000 humanitarian migrants - which includes refugees - after adjusting for those who have returned to their home countries.

The final version of the agreement document, which has been seen by dpa, also entails extending border controls at Germany's boundaries "until EU exterior border defence is guaranteed."

The solution allows Bavarian premier and CSU leader Horst Seehofer to keep his promise of capping asylum seekers into Germany at 200,000 people.

After the agreement was reached at Sunday's lengthy meeting, the two sides postponed further talks.

The traditional political allies need to hammer out their other differences in order for Merkel to begin forming a new coalition government with the pro-business Free Democrats (FDP) and environmentalist Greens - a pairing untested at the national level.
