The report was published in the context if the International Day for the Eradication of Poverty.

However, Coneval stressed that in the case of extreme poverty, there was a reduction, since 2.9 million people were extracted from that condition.

The report added that the lack of access to social security and food are still high and households' incomes have had an erratic trajectory.

The institution proposed to establish a universal social protection scheme and to promote greater equality in the basic access by the population.

In 2016, there were 53.4 million people in poverty (43.6 percent of the population), Coneval pointed out.

Based on the 2018 Evaluation Report of the Social Development Policy, it recommended that public policies of social development must be oriented towards effective access to social rights as a mechanism to fill the gaps between different population groups.
