In March 2016, Deputy Prime Minister Arkady Dvorkovich ordered the Federal Antimonopoly Service (FAS) to consider the step by until July, Vedomosti said.

The initiative will cover second and third-class cargoes including oil, grain, fertilizers, containers and metals shipped to less 1,100 kilometers. Currently, a 50% discount for these types of cargos is effective.

A FAS representative said a higher discount may increase Russian Railway’s traffic, decrease prices for end users and allow the company to "react to the commodity market needs more flexibly."
