Helen Hai said: "C&H Garments is very pleased to be starting a new manufacturing unit in the Kigali Special Economic Zone and are pleased to acknowledge the extensive support provided by RDB in developing our plans. We will shortly be shipping new equipment from China and plan to recruit our initial 200 workers in September 2014." She is investing jointly with her partner, Candy Ma.

Clare Akamanzi, the chief operations officer at the Rwanda Development Board (RDB) said, "We are aiming at adding value to products made from Rwanda and these will be exported to different countries hence bring in more revenue from exports.

"This investment will boost the local manufacturing sector, in terms of diversification of our export base, provision of a new skill set and creation of jobs for Rwandans. We look forward to seeing Rwanda create home made garments that will be commercially successful in both domestic and export markets."

As a contribution, the government will pay for training about 200 employees. Meanwhile the garment company will bring in needed materials and equipment to be installed in the proposed factory. The project will be implemented in less than two years.
